It has to be substantial to take the explosive force when the gun is 
fired.  Remember Newtonian physics - to every action there is an equal 
and opposite reaction?  The explosion that drives the shot forward has a 
balancing force which impacts initially on the base of the cartridge.  
It needs to be solid and strong enough not to let the force dissipate 
before it has done its job.
