I agree that paying tolls through a transponder is quick and effective, and I have no objection to the tolls being lower for that method of payment as they do save staff time - and hence the company money.  For a time I used one for the Dartford Crossing downstream from London.  I have also used a system in Ireland where the camera read your number plate and you had until midnight the following day to pay the toll, after which they would pursue you for payment of a penalty.  That is similar to the approach used with the congestion charge in London.

My complaint is where there is no way for a visitor in a rental car to pay the charge either at all or only with a disproportionate charge on top. Of course there is another possible loss to the company where Pay by Plate is used if the car is from another jurisdiction.  I know that in the UK there are problems with foreign-registered vehicles and the non-payment of fines and other charges.  Presumably if I sailed through such a plaza here in Florida they would need to contact DMV in Georgia (where the car is registered) to know whom to bill.
