Valid point, and points to one of the main weaknesses, IMHO, of TEC
"interim" rector scenarios.  This happened locally some years back  when
the interim clergyman ended up at the Procathedral for 2+ years.   This
was long enough for self-appointed "leaders" to take charge and for  the
interim to gain enough of a following that he broke the rules and  asked
to be a candidate for new rector.
 
It was divisive to say the least, and then it fell to the newly  elected
rector to put "the horses back in the barn" so that the laity could  do
their thing and the rector his thing.
