That sounds par for the course - using a test inappropriately because those
 who don't understand think it looks good.

Vidant.....that's it. I knew it was some made-up corporate horror. The
hospital has a very odd reputation among travelers, partly because of a
test you have to take to work there. It's one that is being horribly
misused and its developer has even said it was not to be used in the way
they are using it, but somehow they get away with it. Some units there also
do not have a great reputation among travelers, but I loved the one I
worked on.
