The systems are in place for more control over taxation already. Come 1 
April 2015 certain indirect taxes will be devolved to Scotland.  A year 
later the rate of UK income tax levied there will reduce by 10 pence in 
the pound with the Scottish Parliament deciding what supplementary rate 
of tax to apply.  They already have power to levy certain other taxes if 
they choose.
