I can't find where it says that Eucharist is to be the main Sunday service. 
The closest place I see is at the beginning of "Concerning the Service of 
the Church" (p. 13), where it is certainly implied that it *should* be the 
main Sunday service, but also does not say that it *shall be* the main 
Sunday service. That is, it's highly recommended but not required.

My impression is that the move to Eucharist every Sunday began with the 1979 
BCP saying things ought to be that way (but again, not shall be that way) 
and followed up by clergy who were trained to have Eucharist every Sunday. 
In my own parish in Mass., when I joined in 1984, Eucharist was only once a 
month, and it took about 5 years for the rector to finally and gradually 
move the parish to Eucharist every Sunday. At least in Massachusetts, I'm 
pretty sure no diocesan bishop ever required that all parishes celebrate 
Eucharist at the main service each Sunday.

OOps, sorry for incomplete send.  As I was saying....

It says pretty clearly in the BCP that HE is to be the main Sunday
service.  Therefore MP is unrubrical and not in compliance with the DDW of
TEC.  Bishops are usually pretty forgiving of small parishes who do this on
rare occasion because they can't afford supply clergy - but the policy of
the church is clear since the 1979 BCP.  One more reason people were
infuriated by "the new prayer book."
