I experienced something like this at the local procathedral about 25
years ago.  The bottom line is that the Rector was  anti-catholic.  
Anything that
smacked of Anglocatholicism or, heaven forbid, Roman Catholicism,
was suspect.  On the particular topic of festivals of the BVM,  he
seemed he would rather be executed than to utter the phrase, Blessed
Virgin Mary.
 
An example of his anti-catholic bias was a Solemn Evensong the 
Procathedral Choir prepared for the Feast of the Annunciation
(March 25) one of the last years this clergyman was Rector.  He
gave the impression that he was familiar with presiding over such
a choral liturgy.  The choir worked very hard on the Evensong,
but, in the end, this Rector flubbed the presider's part.  It  was
awful.
 
The choir couldn't help but feel he did such a bad job on purpose.
It was his way of dishonoring the BVM and disapproving the choir.
 
He left the Procathedral under a cloud after running up a large 
deficit in the budget, which, in the end, is the most intolerable
sin.
