Well, I haven't had a lot of rental experience, but when I have, there's always been a manual in the glove box.

I have yet to find one in a rental car.  Given the number of controls 
there can be in a modern car it would be very useful.  I recall problems 
learning how to operate windows and windscreen wipers.  Both were major 
issues in 2013 when I arrived at Houston in a downpour.
