The law was changed relatively recently so that scrap metal merchants 
are meant to take the details of all those bringing in scrap metal and 
pay for it in a way that can be traced such as cheque or electroniuc 
transfer rather than cash.  I suspect that a way round that may have 
been found. The insurers had reported a marked reduction in the scale of 
lead thefts from churches but it sounds as if they are on the up again.
