The clerk of the Cook County Circuit Court either wields lots of power or has made it seem that way. She runs the staff that provides information to attorneys researching cases, and I believe her people are the administrative staff that run the court system. I've always objected to her insistence on emblazoning her name on the large fleet of vans that haul stuff around between court sites, and she's been in the news for the perquisites she provides herself, such as a mandatory cash gift to her on her birthday from every staff member, and days when jeans may be worn in exchange for a similar contribution. To me Dorothy Brown represents the sort of open corruption Chicago is famous for, and I vote against her every chance I get.

So at least here, There is a clerk of the court who is definitely executive and who runs the court system administratively - which of course does not include judicial duties, but I think her minions can affect cases by dragging their feet on information requests.
