Yes and no. Sydney is an outlier even in Australia. Other dioceses behave quite normally by Anglican standards - some are even quite catholic.  When I was in Perth recently the church I went to had vestments, incense and bells.

That said, much of what goes in is Sydney is not just odd but heretical. And not in a good way.
