Amplifying Scott's answer a little the Precentor is essentially the 
Residentiary Canon responsible for the liturgy, and especially the 
music, in Church of England cathedrals.  Each C/E cathedral has a Dean 
in overall charge, Residentiary Canons who are experienced clergy based 
at the cathedral and a number of honorary canons, originally all clergy 
but now including some laity.

This last group consists of people who have been recognized for their 
contribution to the diocese and have an official seat in the cathedral.  
Regular duties vary from place to place (perhaps a sermon once a year) 
but they are the people who formally elect the diocesan bishop who has 
been identified by the Crown Nominations Commission, a body with 
permanent members representing the national Church and a group from the 
diocese concerned.
