You need to have a word with the Governor.  Half a liketime ago we had a 
prolonged (for us) drought which meant the water was turned off in some 
areas so people had to go to stand-pipes in the street. The then Prime 
Minister appointed a Drought Minister and the rain started.  The 
question then was whether stand-pipes would work when they are under 
water :-)
