The person with ultimate responsibility is the Nuncio, the Pope's 
representative in the USA.  In diplomatic circles the diplomat 
represents the Head of State and is accredited to the host country's 
Head of State.  He should be aware of what is going on in the host 
country and try not to cause embarrassment to the person appointing 
him.  In this case he has failed as he las allowed the opposrtunity for 
someone to use the papal visit for their own ends, against the law of 
the host country.
