It was done when MLB decided to finally balance the two leagues at 15 teams
each, 3 divisions of 5 in each league. One NL team had to move to the AL
and Houston got picked because the NL Central had 6 teams and the AL West
only had 4 and a team in Texas would fit into the western division.
