Let's be clear:

Congressional Districts (as well as state legislative districts) are set be 
state legislatures (unless a court intervenes or there's been some effort at 
reform).

Democrats can whine all they want, but the fact is that in 2008 and 2010 they 
pretty much ignored state legislative races in many states -- especially crucial 
2008 when everyone was focused on Obama (and Hillary).

And if Democrats are not working hard on state legislative races RIGHT NOW to 
prepare for 2018 and 2020, they're deciding that Republicans can control 
Congress until 2030.
