Here in Monterey County, CA, we only have "census-defined places", which function as "towns", but aren't.  Which means assessments (no "taxes" in CA, post-Jarvis) are County only, other than specifics like water districts and such.  Think famous Castroville, Prunedale, Moss Landing, etc.
