[Magdalen] Counties and Cities

New York City has Five Boros and Five Counties.

Manhattan is located in New York County, The Bronx is located in Bronx County,
Brooklyn is located in Kings County, and Staten Island is located in Richmond
County. Queens is the outlier, in Queens County.

Sometimes the word is spelled Boro and sometimes Borough, depending on the 
department and also depending on which newspaper is covering a story involving a 
Borough or Boro.

Boro Presidents (once very powerful, now mostly ceremonial) are elected by Boro;
the Courts are run by County. All of New York City is mostly controlled by
Albany (even giving the Mayor Control of the Schools is by sufferance of Albany
and expires next year). There are County Clerks in Each County.

Boro Presidents have generally been known as Beeps.

The State is divided into counties, which can contain cities and townships.
Townships can had Incorporated Villages, other recognizable are officially
Hamlets. Hamlets have no local government. Villages have taxation powers, a
Mayor and maybe council, a Village Clerk. Then there are Township Clerks City
Clerks and County Clerks.

Police departments can be at any of the above levels -- and usually are.

All somewhat confusing, and also duplicative. But that's New York, where the
State Supreme Court is the lowest court on the totem pole. But "Supreme Court
Judge" makes them feel good about not being at the top (The New York State Court
of Appeals).
