It's giving the tail the choice of whether it wants to be attached to 
the dog or not.  If (a very big "if") ACNA accepts TEC and ACC as the 
legitimate Anglican presence in North America then they can stay as a 
fellowship group within the family. If, on the other hand, they deny the 
legitimacy of those two Churches then the answer has to be "Please don't 
slam the door on your way out."

Churches on the African continent may claim a cery large membership but 
theu will each have only one Primate present at this meeting. The 
British Isles alone will have four.
