My reading from a distance is that some clearer thinking is needed 
there, and especially a willingness to talk with others to try to 
determine a common line.  For a start make simple changes in the tax 
regime.  Wasn't it a republican politician who said it's crazy that his 
secretary pays tax at a higher rate than he does?  Treat all income the 
same whether it comes from dividends or wages.  FATCA requires all US 
citizens to file a tax return each year, no matter where they live and 
where they earn their income.  Require the same of all US regustered 
companies - identifying where their income is from if they are 
multinationals and disallowing "expenses" which are simply shifting 
money to lower-tax countries through excessive licence or supply 
arrangements.

These two steps would raise tax revenue without hurting the middle 
classes and so allow more money to repair infrastructure.
