 From the Department of State "In order to lose U.S. nationality, the 
law requires that the person must apply for the foreign nationality 
voluntarily, by free choice, and with the intention to give up U.S. 
nationality."  Did the Senator's mother meet those conditions or not?  
If she applied for Canadian citizenship to obtain some benefit it is at 
least arguable it was not free choice.
