Motion received > 2/3 majority of both bishops and laity, but fell one
vote short of that requirement among the clergy. And so was defeated.
 
Motion to reconsider failed.
 
Since it requires two General Synods to amend, likely 2022 before
canonical amendment could take effect at the earliest.
