Yes, most landline subscribers now have a flat fee that covers both the line rental, most calls and other services such as broadband.

Mobile is the same for those who go for monthly payments, but the cost is typically higher and often limits the amount (or overall duration) of free calls. If you are on pay-as-you-go you pay for each call, and it can be expensive.
