That's true locally, but the non-RC student generally pays a higher
tuition because he/she has no RC parish to help defray these costs.
 
The remaining RC schools are multi-parochial and in heavy demand
such that they can require parents of a RC student to be a member of
one of the constituent parishes.  The chief secretary for the  Medical
Department at the VAMC just went through this with her daughter.
The family had to change parishes in order for them to be able to
enroll the daughter in the RC school they wanted.
