For years, the Mayors of Milwaukee were traditionally Socialists.  I  have 
no
idea why this was.  Perhaps it was a product of the heavily Germanic  roots
of that City.
 
In any case, the Mayors seemed to work well with the moderate  Republican
(or "Progressive") State Governments for decades.
 
I'm sure that would not be the case with the current idiot Governor  Scott
