A tail-wind flying East to West would be unusual.  In my limited 
experience planes flying into the UK start a long gradual descent 
relatively early, several hundred miles out.  We don't have that many 
internal flights so this is not too much of a problem for Air Traffic 
Control.  North America with a greater density of flights and airports, 
including non-commercial in both categories, presents a different 
picture where it is sensible to keep commercial inter-continental 
flights above more local stiff until they can join a recognized approach 
flight-path.
