He makes Fux Newz come across smart.  (The "of course climate change is real, man just didn't have anything to do with it" sorts.)

It resonates well, however, with Californians who remember the "electricity shortage" of the early 2000s under Gray Davis.  I knew then it was bogus, but couldn't articate it well.  "Rolling brown-outs", please!  Southern California was dripping with the stuff, and was dying to sell us some.  Or a lot.  Whatever it took.  I thought, "If you can transport water from north to south for over a hundred years, it's mere common sense that you can transport electricity via all those damned power lines that web the landscape between there and here."

I may be blowing out my ass on that one, I don't know.  It's just how I remember it, and I also remember how quickly the problem went away when Gray's opponents started screaming re-call.  But one can see how such a large, resource-rich, resource-poor, depending on the context, state, could respond, even if only from a particular type of voice, to the claim that a crippling drought is nothing more than political hooliganism.

As for why he picked Fresno for his decree?  The Central Valley isn't known for the color Blue, as those who recall that's where the Diocese of San Joachin "was" will make note!
