Astute observation.  For me, it's a matter of taste buds.  I find that bacon co-opts all that surrounds it, flavor-wise.  Even my bacon-bathing son concurs.  So, for me, as long as it's a solid layer (no gaps, please), there's more than enough there.  Especially when pitted against such un-pungent things as mayo, lettuce, and tomato (tomatoes such as I buy in my supermarket, that is; if I could get my hands on a serious beefsteak, I'm sure I'd have a different opinion; as it is, I must rely on mere strip-mined Romas).  As for two layers of Iceberg, I do love my "crunchy water", as someone here recently described it!
