Rome has a history of setting up special study commissions to examine 
problematic theological questions, and then disregarding the findings
of their own commission when it disagreed with the status quo  (conservative
position).
 
An example of this is the two commissions set up by Rome many decades
apart to examine the validity of Anglican Orders.  Both commissions  found
that Anglican Orders were irregular but valid, and Rome ignored both,  
instead
sticking to their traditional conclusion that "Anglican Orders are utterly  
void."
 
IMHO they will do the same for female deacons which their study  commissions
will find historical and valid, and Rome will continue the status  quo.
