As the article states, opponents are reminding the gov't that the Iraqi constitution allows freedom (?) for religious minorities, which presumably would be anyone not Muslim, and certainly of the outwardly tippling class.

I suppose their Volstead Act will be as well-enforced as ours was.  Maybe.
