The RCC rules regarding weddings are similar, in that this normally  is
in a consecrated church with some permitted exceptions.
 
I don't really have any strong feelings one way or the other  regarding
burial of ashes or weddings, but this maneuver at the Met was  obviously
out of order despite the well meaning of the friend who dumped the
ashes.
 
The big fear is always that the powder represents anthrax, so the
Met had no other choice than to investigate, which probably took them
all weekend.  The house is dark on Sundays.
