I think if "mail-in" ballots were more the norm, there'd be more participation.  Monterey County utilizes it, but only by choice, and I think most County residents take the advantage.  (I put mail-in in "quotes" because I receive it by mail -- as now does Everett --, but turn it in in person (I live within walking distance of the Elections Office [and will soon be in the same building, alas, palm to forehead]) so as to receive my "I Vetoed" sticker.

I believe any county can enact mail-in-only, which is why I think that without the hassle, long lines, heat (thank you, climate-change deny-ers), etc, mail-in-only might actually be the national answer to why we can't, feasibly, ever truly enact "one-person-one-vote" phone and/or digital voting.
