They have certainly learnt some French which is a language commonly 
taught in schools. It could also be helpful yo understand the old Norman 
French phrase used to indicate in Parliament to indicate that the 
monarch has assented to a Bill becoming an Act.The official form of 
words used means effectively "The Queen wishes it."
