Reminds me of the "margarine runners" in the post WW-2
years when  both Minnesota and Wisconsin had strict laws
that prevented the selling of yellow-colored oleomargarine in
pound containers with quarter pound sections the way butter
ordinarily is marketed.  This was thanks to the powerful dairy
lobby in both states, of course.
 
Only the squishy bags of white margarine with the little color
packets were legal.
 
Illinois had no such regulations, though, and there were interstate
margarine transporters who regularly supplied WI and MN buyers
with shipments, often in the dead of night via flashlight.
 
My father, being an elected official, had to be especially careful,
and our cache of margarine was kept in unmarked containers
under lock and key in a basement room.
 
When the laws finally permitted the selling of yellow margarine in
MN and WI it was tantamount to the repeal of prohibition.
