Can someone smarter than I answer this question:

Why is it a given that the money that will supposedly be saved by this plan will automatically go to tax cuts for the wealthy?
Can't the money saved go for things like education or cancer research, or...? Maybe even tax cuts for the middle class?
I don't understand how the people proposing this can even face themselves in the mirror.
