 From what I read earlier the NSA discovered the vulnerability and 
worked out how to exploit it as this could be useful in disrupting an 
enemy's computer systems. Somebody else then discovered it and decided 
to make some money from it. The official thought is that it got into the 
system via some other organization like a supplier. OK the government 
could well afford the modest ransom demanded but they would rather see 
the perpetrators brought to justice.
