The intent of having a Bishop Provisional for a period of time is to allow
for a period of reflection, and sometimes healing if needed. We certainly
needed that when we had our Bishop Provisional in Pennsylvania. As for the
order of the words in the title its just a formal construction in our
language. Think of the term Attorney General. Same idea.
