Here in the UK the school Principal is the person who decided whether or 
not to close the school, the criterion being whether it is safe to open 
or not. This will include consideration of whether the site can be 
accessed safely and whether enough staff can get there. They often live 
further away than the students and may have to make their way along 
untreated roads. Because in most parts of the country we rarely have 
heavy snowfall we are ill-equipped for it when it does happen.
