[Magdalen] Split California?

Some long years ago (~1820, I think), Massachusetts agreed to have Maine 
split off as a separate state - it had been part of Mass. previously. This 
was part of the Missouri Compromise. I believe both the state legislature 
and Congress needed to agree - nothing beyond that.

I don't see that happening to California in the near future.

I haven't travelled the length of California as I started at LA before
heading North but I know it's a Big State. I have also seen suggestions
that it be split into a number of smaller states. There is a procedure
for forming new states, as happened most recently with Hawaii and
Alaska, but what would be the legal process of dividing an existing
state into a number of smaller states? I would guess it would need an
Act passed through Congress, where it might well stall as the effect
would be four more Senators from that part of the world. It might also
then need affirmation from a majority, possibly a super-majority, of the
other 49 states to take effect.
