Yes, he's the one I was thinking of. I thought he used to sign himself as being at the Cathedral but I may be misremembering that. And yes, super-conservative.

Kendall was never a priest at the Cathedral and he has not, to my
knowledge, served as rector of a parish - Episcopal or Anglican.  Kendall
served as associate rector at St. Paul's Episcopal Church, Summerville, my
home parish, for a number of years beginning in 1991.  I am not sure when
he left, but he now serves at Christ St. Paul's Church, Hollywood, SC. He
is super conservative theologically.  He served as Canon Theologian under
Bishops Edward Salmon and Mark Lawrence.  Kendall maintains a blog -
titusONEnine available here: kendallharmon.net .  Kendall greatly
influenced the schism in SC.
