Oh Allan... my heart goes out to you with 'neighbor troubles'.... been there 
done that, with much less 'stuff' than you've put up with , but many of the 
thoughts, fears, questions that you mentioned.

It is hard to know what to do... there are negatives for doing almost 
anything, including providing proof.  Thoughts and prayers to you tonight.
