[Magdalen] Why the delay?

The media have been reporting all day that the Grand Jury has reached a 
decision on whether or not to issue an indictment  over the killing of 
Michael Brown.  The National Guard has (sensibly in my view) been 
mobilised.  The President and Michael Brown's family have issued pleas 
for calm.  Delay in issuing the decision serves only to allow the 
tension to build up so why the delay?

It is (presumably) dark there already as the sun set 80 minutes ago and 
darkness makes it harder to identify any trouble-makers - which there 
will be whatever the decision so why the delay?
