In the Wisconsin of my youth (O so many years ago!) both parents
and young folk were eager for driver's ed because you could get
licensed at 13 instead of 14 and get a healthy insurance reduction
on the parents insurance policy.
 
I think everyone in my dinky high school (200 students) took
