All the rest can be done online.  You just bring the form to the  DMV
locations which are conveniently located.  This is a change from  30
years ago, when getting driver's licenses in Pennsylvania was, IMHO,
a nightmare.  Forms were picked up in one location, pictures  taken
in yet another location, and then the card was put together in 
a third spot.  At least that's the way it was in Wilkes-Barre at that  time.
