Perhaps she didn't like driving. My first wife's mother had a licence from before you needed to pass a test. She was taken out to try driving a few times but was too nervous so that was that. As for the photos - one of the mysteries of life.

When I came to believe that my mom's driving made her a danger "to self
and/or others," I called her ophthalmologist and told him what I'd seen.

I had no such problem with my mother, since I never, ever, saw her drive
a car. She had obviously driven a car at some point in her life, but not
after
she married in 1934 at the age of 32. She always kept active her driver's
license, "just in case". Others - my father, my siblings and I, friends,
and eventually my Aunt Helen, who was much younger, did the driving.
She not only never explained why she didn't drive. She didn't even
tolerate
the subject being brought up.
Another mystery was my mother's wedding pictures. She did have a large
family wedding, and her maid of honor, my Aunt Gladys, was aware that
there were formal pictures taken. No one has seen them since 1934, and
it was another subject that she didn't tolerate being brought up. I
thought when
she died at 98 we'd find them tucked away somewhere. Not so. They did
not turn up.
Ah....the mysteries of life!
