I was of the understanding that a GC changed that back in the '80s. But when did that ever mean 'real' compliance...

Actually, Jay, believe it or not, there are still quite a few churches in VA that do the twice a month MP-HE rotation at their main service. If there is an early service, it's always HE, but that was always the case.
Also, some churches save on supply clergy by having laypeople lead MP when the priest is away.
