This is interesting to have liturgical change required by the local  
Ordinary.
 
Everywhere I was during the liturgy wars of the 1960's, 1970's and 1980's,  
it
was a parish by parish thing.  I can recall some humdingers of  arguments
between the MP and HE crowds, and some of them even DURING church
services.
 
At the Cathedral in Eau Claire, a wealthy but low church family had  
dominated
the scene for decades.  They personally donated/built the Diocesan  Center
next to the Cathedral.  They did NOT want HE as the main Sunday  choral
worship, and they were successful for many years in preventing that  at
the Cathedral.
 
Inevitably, it came time for the change, and on one occasion, the new Dean  
had
an "open sermon" to let anyone get matters of concern off their  chests.
This was a big mistake.  It degenerated quickly into name calling and  
worse.
 
In the end, the Dean said, "I have been called here to make  Sacrifice.  I
am NOT called here just to lead prayer services.  Any of you can do  that, 
and
you don't need a clergyperson for that."
 
That pretty much summarized it, and the changes to all-Eucharist  began.
