Not in the local RC Diocese (Scranton, PA).  It's still strongly Fr.  Jones,
or Msgr. McCoy, etc.   In the 25 years I sang at the downtown  RC
parish I never once addressed Msgr. Thomas Bannick by anything less  than
"Monsignor" or "Msgr. Bannick."  Ditto with his assistants back in the  day.
