Sadly Jay, in some circle they are defectives who cost the rest of us
in tax dollars and need to be eliminated.  Virginia has a particularly
shameful history in this respect.  Read about our heel dragging about
identifying and compensating the victims of forced sterilization.
This continued into the 1970s.  They did finally rename the children's
center, formerly named for Dr. DeJarnette, who thought the Nazi
eugenicists had some good ideas.
