Sad is already judging it, I think. It may be that the current set-up just doesn’t 
work; it may be that the three don’t really have a handle on the people who work 
for them. In short, it could be simply a matter of organizational skills, which 
shouldn’t make anyone sad.

I think it's fair to follow Bishop Curry's advice and not speculate one way or 
the other, let alone attach an emotion to it.
